Group Stage — 4 pools of 4 teams
Both the men's and women's tournaments feature 16 teams divided into 4 pools (A, B, C, D) of 4 teams each. Every team within a pool plays the other three teams once — 3 matches per team in the pool stage. Points are awarded: Win = 3 pts, Draw = 1 pt, Loss = 0 pts.

Crossover round — the second-chance mechanism
The crossover round is what makes the HWC format unique. The 3rd-place team from Pool A plays the 4th-place team from Pool B (and vice versa). Winners join the 8 Quarter-Finalists. This means a team finishing 3rd in Pool D (e.g., Pakistan) would play 4th from Pool C, with a QF spot on the line. In 2022–23, three crossover teams advanced to the Quarter-Finals — Pakistan should realistically target this route.
Tiebreaker rules when teams are level on points
When two or more teams are level on pool-stage points, the following criteria apply in order: (1) Goal Difference → (2) Goals Scored → (3) Head-to-Head result → (4) Head-to-Head Goal Difference → (5) Penalty Shootout. Goal difference is therefore crucial — teams are encouraged to score as many goals as possible, especially in expected-win matches.
